His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him, honored the winners of the Mohammed bin Rashid Government Excellence Award for the year 2024, in the presence of His Highness Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Presidential Court, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defense.

His Highness Sheikh Mohammed bin Rashid Al Maktoum stressed that government excellence is a sustainable culture that embodies the UAE’s commitment to serving the community and providing the best for citizens and residents. He said, “Excellence is a way of life in the UAE, and a reflection of the vision of my brother,

the President of the State, to build a government that keeps pace with ambitions and anticipates the future. Today, we do not only celebrate achievements, but we affirm that our journey towards excellence continues, and that our ambitions are limitless.

” His Highness said, “Innovation in government work is no longer an option but a necessity. We are here today to honor the innovators who have succeeded in turning challenges into opportunities and have developed transformative solutions that have made government services a model to be emulated.

The award is not just a celebration, but a clear message that the future is built with creativity and determination to achieve the best.” His Highness added, “As we celebrate the winners today, we affirm that this award is not the end of the road, but the beginning of a new phase of achievements. Excellence is an ongoing journey and a collective responsibility that requires everyone to adopt best practices and achieve ambitions with a spirit of creativity and innovation. His Highness Sheikh Mohammed bin Rashid Al Maktoum honored the owners of exceptional national achievements and inspiring success stories in excellence and giving for the Emirates, who deserve to be honored with the Mohammed bin Rashid scarves;

He honored His Highness Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman, Chairman of the Executive Council of Ajman, who is a model of a leader who works hard and persistently to ensure that the Ajman government is an effective and integrated partner with the federal government. His Highness has made integration with the federal government his primary focus to achieve sustainable development and the well-being of society, and launched many strategic initiatives such as "Ajman Vision 2021" and "Ajman Vision 2030" in line with the national agenda and priorities of the UAE, in addition to qualitative programs such as the Ajman Excellence Program, to consolidate the culture of excellence and innovation in government institutions.



His Highness Sheikh Ammar bin Humaid Al Nuaimi led qualitative initiatives inspired by the best federal practices, including the adoption of the global star system for rating services, confirming the emirate's commitment to providing services with international standards. His Highness also launched the Mystery Shopper Initiative to enhance transparency and measure customer satisfaction, and the Zero Government Bureaucracy Program to simplify procedures and improve efficiency.

He also established the Office for Coordination of Private Education Affairs in cooperation with the Ministry of Education to ensure the quality of private education. His Highness Sheikh Mohammed bin Rashid Al Maktoum also honored His Highness Sheikh Theyab bin Mohammed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Development Affairs and Martyrs' Families, Chairman of the Emirates Council for Balanced Development, and Chairman of the Board of Directors of Etihad Rail, with the Mohammed bin Rashid Sash. His Highness Sheikh Theyab leads prominent national achievements, including the Etihad Rail project, which represents a sustainable land transport system that connects the Emirates and enhances Gulf economic integration, provides economic opportunities worth AED 200 billion, and contributes to supporting the national economy.


The project is part of the National Railway Program aimed at linking the Emirates with neighboring Gulf countries in the future, paving the way for economic integration and smooth movement between the Gulf Cooperation Council countries. As Chairman of the Emirates Council for Balanced Development, His Highness Sheikh Theyab launched the "Emirates Villages" project, which aims to invest AED 1 billion to develop 10 villages, including Qidfa and Masfout villages, to enhance tourism and improve the quality of life. The project includes launching 50 development projects, training 200 young men and women, and signing agreements with the private sector worth 300 million dirhams to support development in these villages.




His Highness also launched a community package worth half a billion dirhams targeting all segments of society, including the establishment of 10 community councils, 10 spaces for senior citizens, and an academy for children's content to promote the Arabic language and identity. His Highness's initiatives also included the formation of the Emirates Youth Council for Humanitarian Work, programs to discover and train 10,000 sports talents, and the development of 3 community sports facilities. His Highness is considered an inspiring leader who embodies an ambitious future vision that places sustainable development and youth empowerment at the heart of the nation's journey towards leadership. He attaches special importance to supporting youth and developing their capabilities and skills through his chairmanship of the Emirates Foundation and the Arab Youth Center.

His Highness also works to support and develop the villages of the Emirates through sustainable development models and raise the standards of living and quality of life in them, through his chairmanship of the Emirates Council for Balanced Development. His Highness Sheikh Mohammed bin Rashid also honored a number of federal entities in the institutional category of the award. The Telecommunications Regulatory Authority and the Digital Government won the award for the most improved entity in performance, which is granted to the government entity that achieved a qualitative leap in performance, the Ministry of Human Resources and Emiratisation and the General Authority for Pensions and Social Security

- The Pride of the Emirates Medal... honors those with distinguished services and national successes

For his part, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum honored, during the ceremony, the winners of the "Pride of the Emirates" medal, which is granted to citizens of the country who have clearly contributed to serving the community in various fields, and provided distinguished services to humanity, in addition to those with outstanding individual achievements.


The "Emirates Pride Medal" was awarded to His Excellency Faisal Abdulaziz Al Bannai, Advisor to the President of the State for Strategic Research and Advanced Technology, Secretary General of the Emirates Research and Development Council and the Advanced Technology Research Council, and Chairman of the Board of Directors of EDGE Group.


Al Bannai leads advanced technology research and has contributed to attracting the best minds globally and locally to establish a knowledge economy and highlight the UAE as a global center in the field of research and development of advanced technology. He is considered one of the world's leaders in the field of advanced technologies, and has contributed to launching pioneering global initiatives in the field of artificial intelligence.

The "Emirates Pride Medal" was also awarded to Dr. Rafia Obaid Ghubash, who is a pioneer in the field of community service; she established the Women's Museum that documented the contributions of Emirati women in all fields. She is also the first Emirati psychiatrist at Rashid Hospital, then Dean of the College of Medicine at the United Arab Emirates University in Al Ain, then President of the Arabian Gulf University in Bahrain. She also established the Emirati Art Museum that highlights the artistic movement in the Emirates, and she is still active in medical research, cultural writings, and historical documentation; perhaps the most prominent of these is the "Encyclopedia of Emirati Women"

A large group of government entities are honored

His Highness Sheikh Hamdan bin Mohammed also honored the winners of the sub-institutional awards. The Ministry of Economy won the award for the best entity that contributed to achieving the country’s leadership and competitiveness; this award is given to the most distinguished entities in achieving the country’s leadership position and global competitiveness. The Ministry of Interior won the award for the best entity in adopting innovative solutions; this award is given to entities that have achieved outstanding results by adopting innovation in their work.


The Ministry of Foreign Affairs won the award for the best entity in customer service; this award is given to the entity that is most distinguished in innovating proactive services, and implementing solutions and initiatives to improve and develop service delivery mechanisms that positively reflect on customer experiences.

The Ministry of Finance also won the award for the best entity in developing legislation and laws, which is given to the most distinguished entities in developing flexible legislation and laws, which enhances government readiness, anticipates future challenges, and contributes to achieving a positive impact on the quality of life of society.

The Ministry of Interior won the Best Entity in Adopting Transformational Thinking Award, which is given to the most distinguished entity in adopting transformational thinking in its work and that has been able to develop and implement major transformational projects that keep pace with the country's future directions.

The Ministry of Human Resources and Emiratisation won the Best Entity in Partnership and Integration Award; this award is given to the most distinguished entity in strengthening partnerships with the private sector and society and consolidating integration with government entities in designing services and solutions, while the Ministry of Interior won the Best Entity in the Field of Youth Empowerment Award, which is given to the most distinguished entities in supporting youth and empowering them in work and achievement.


- Honoring the winners in the leadership categories

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum honored the winners in the "Leadership Categories"; His Excellency Abdullah Ahmed Al Saleh, from the Ministry of Economy, won the Prime Minister's Medal for the Best Undersecretary, and His Excellency Ahmed Abdullah bin Lahej Al Falasi, from the Federal Authority for Identity and Citizenship, Customs and Ports Security, won the Prime Minister's Medal for the Best Director General.

The Prime Minister’s Medal for Best Assistant Undersecretary was won by His Excellency Juma Mohammed Al Kait, from the Ministry of Economy, the Prime Minister’s Medal for Best Executive Director was won by His Excellency Mohammed Yousef Al Ramsi, from the Telecommunications Regulatory Authority and Digital Government, and the Prime Minister’s Medal for Excellence in Leadership, Department Directors Category, was won by Dr. Mohammed Ibrahim Al Dhaheri, from the Ministry of Foreign Affairs.

Lieutenant General HH Sheikh Saif bin Zayed Al Nahyan honored the winners of the Prime Minister's Medals; the Prime Minister's Medal for Best Specialist was won by Lieutenant Colonel Saif Khamis Al Mazrouei, from the Ministry of Interior, and Dr. Saeed Hassan Al Marashdeh, from the Ministry of Justice, and in the Prime Minister's Medal for Government Communication category, Lieutenant Colonel Dr. Reem Sabah Qambar, from the Ministry of Interior.

In the Prime Minister's Medal for Youth category, Captain Rashid bin Hamdan Al Nuaimi, from the Ministry of Interior, won the medal, and Maryam Sultan Salem Al Zaabi, from the Ministry of Energy and Infrastructure, won the Prime Minister's Medal for Customer Happiness.

During the ceremony, HH Sheikh Abdullah bin Zayed Al Nahyan honored the winners of the Prime Minister's Medals; His Excellency Abdullah Salem Obaid Al Dhaheri won the Prime Minister's Medal for Distinguished Ambassador, while Her Excellency Amna Mahmoud Mohammed Fikri won the Prime Minister's Medal for Distinguished Ambassador, while Salama Khalfan Obaid Al Mazrouei, from the Ministry of Education, won the Prime Minister's Medal for Best Teacher, Abdul Latif Abdullah Al Siyabi, from the Ministry of Education, and Dr. Saqr Abdullah Al Mualla, from the Emirates Health Services Corporation, won the Prime Minister's Medal for Best Doctor. It is worth noting that the Mohammed bin Rashid Award for Excellence in Government Performance is the highest government award in the UAE, as it was launched within the Sheikh Khalifa Government Excellence Program with the aim of supporting the culture of institutional excellence and encouraging government agencies to adopt innovation as a fundamental pillar for improving performance and raising efficiency.

Over the course of its previous cycles, the award has succeeded in bringing about a qualitative shift in the quality of government services and in enhancing the spirit of positive competition between institutions and cadres.
